PPES EFFECTIVE SCHOOL MODEL
Founded by Dr. Phyllis A. Porter, the PPES Effective School Model is a comprehensive K–12 school improvement framework designed to strengthen leadership, improve teaching and learning, support positive student behavior, engage families, and create effective systems of accountability throughout the school community.
For more than 25 years, PPES Inc. has worked to help schools identify challenges, strengthen existing practices, and implement practical solutions that support measurable and sustainable improvement.
The PPES Effective School Model is grounded in the Effective Schools research associated with Ronald Edmonds, Wilbur Brookover, George Weber, Richard Venezky, Linda Winfield, and other educational researchers whose work established an important principle: all students can learn at high levels when schools create the conditions necessary for success.
The PPES model builds upon the traditional Effective Schools correlates while incorporating the realities and demands facing today's schools.

PPES does not believe in a one-size-fits-all approach to school improvement. Each school is different. The PPES model is customized according to the school's students, staff, leadership structure, academic needs, behavioral challenges, available resources, and improvement priorities.
SCHOOL-WIDE IMPROVEMENT AND SUPPORT
PPES approaches school improvement from a whole-school perspective.
Academic achievement cannot be separated from leadership, attendance, student behavior, classroom management, school safety, staff accountability, parent engagement, professional development, and the systems used to operate the school.
PPES works with school leadership to identify areas requiring improvement, establish priorities, develop practical strategies, implement new systems when necessary, and monitor progress.
Services may include school-wide coordination, leadership consultation, classroom management and discipline systems, staff accountability procedures, attendance improvement strategies, school safety planning, parent engagement, instructional support, policy and procedure development, and customized professional development.
The objective is not simply to identify problems. PPES helps schools develop and implement solutions.
PROFESSIONAL DEVELOPMENT AND STAFF SUPPORT
PPES provides practical professional development designed around the actual challenges educators encounter in schools and classrooms.
Professional development may be provided through workshops, seminars, conferences, leadership sessions, staff meetings, classroom observations, coaching, demonstrations, on-site consultation, and customized school-based training.
Training may address:

PPES provides customized support to principals and leadership teams in addressing academic, operational, personnel, behavioral, and school climate concerns.
Support may include leadership coaching, strategic planning, staff accountability systems, meeting preparation, school-wide coordination, policy development, documentation, school improvement planning, organizational review, parent concerns, student discipline systems, and implementation monitoring.
PPES can also assist school leaders in identifying gaps between established policies and actual school practices and developing corrective strategies to improve consistency and accountability.
The goal is to help leadership move from identifying problems to implementing solutions and measuring results.
STUDENT SUCCESS AND ACADEMIC GROWTH
PPES maintains high expectations for every student while recognizing that students begin at different academic levels and require different types of support.
Rather than promising a predetermined amount of academic growth, PPES works with schools to establish measurable, realistic, and ambitious student achievement goals based on available data and identified student needs.
Progress may be evaluated using multiple indicators, including classroom performance, formative and summative assessments, district and state assessments, attendance, student engagement, behavioral data, intervention results, and other school-selected measures.
Data are used to answer three essential questions:
Where are students now?
Where do we expect them to be?
What must adults do differently to help them get there?
This process places student achievement at the center of school improvement while recognizing the shared responsibility of leadership, teachers, support staff, students, families, and community partners.
ASSESSMENT AND CONTINUOUS IMPROVEMENT
Assessment should inform instruction, not simply measure it.
PPES encourages schools to use appropriate diagnostic, formative, interim, and summative assessments to identify student strengths, determine learning gaps, evaluate instructional effectiveness, and guide intervention.
Teachers and school leaders should have access to timely information that allows them to adjust instruction before small learning gaps become significant academic problems.

CLASSROOM MANAGEMENT, DISCIPLINE AND SCHOOL CLIMATE
An effective instructional program requires an environment in which teachers can teach and students can learn.
PPES helps schools establish clear expectations, consistent procedures, appropriate interventions, accountability systems, positive incentives, restorative practices, and structured responses to student behavior.
Support can include classroom management systems, school-wide discipline programs, in-school interventions, attendance strategies, student incentives, referral procedures, staff training, student expectations, parent communication, and behavioral support systems.
The objective is not simply to respond to misconduct. It is to create a school culture where expectations are understood, adults respond consistently, students are supported, and instructional time is protected.
PARENT, FAMILY AND COMMUNITY ENGAGEMENT
Families and communities are essential partners in student success.
PPES helps schools create meaningful opportunities for parents and caregivers to participate in their children's education and contribute to school improvement.
Services may include parent workshops, leadership training, conferences, family engagement activities, resource development, and support for organizations and councils such as Title I Parent Advisory Councils (PAC), Local School Councils (LSC), Bilingual Advisory Committees (BAC), PTA, PTO, PTSA, and other school and community organizations.
Parent engagement should extend beyond attendance at school events. Families should understand school expectations, available resources, student progress, and meaningful ways they can participate in supporting student success.
PPES works to strengthen communication and shared responsibility among schools, families, and communities.
SCHOOL SAFETY, OPERATIONS AND ACCOUNTABILITY
Successful schools require more than strong classroom instruction. They also require effective systems.
PPES assists schools in reviewing and strengthening operational practices that affect the daily functioning of the school.
This may include school safety and security procedures, staff responsibilities, supervision and coverage, student arrival and dismissal, emergency procedures, documentation systems, staff communication, attendance procedures, reporting protocols, organizational structures, and accountability processes.
When systems are unclear, PPES helps schools establish written expectations, procedures, responsibilities, and follow-up mechanisms.
The objective is a school environment that is organized, accountable, safe, responsive, and focused on students.
CUSTOMIZED SCHOOL SUPPORT
Every PPES engagement begins with the needs of the individual school.
A school may require a single professional development seminar, assistance addressing a specific problem, short-term consultation, or comprehensive school-wide support.
PPES services can therefore range from targeted professional development and technical assistance to extensive school-wide coordination and implementation support.
The scope of services is determined after considering factors such as enrollment, identified needs, project duration, staffing requirements, desired outcomes, and the level of on-site or remote support required.
Customized proposals and scopes of services are developed for each school, district, organization, or educational program.
